Although an expert in detecting financial fraud, tax officer Jiro Kumazawa loses a large sum of money to conman Makoto Himuro. With the help of a detective friend, Jiro tracks him down. Cornered, Makoto proposes they work together to collect unpaid taxes from a fraudulent property developer. Despite struggling with the idea of being an accomplice to a crime, Jiro joins forces with the conman and sets out on his mission.
